Tensorflow is not working OOB

Summary from zoom conversation :

The steps from this link: https://www.tensorflow.org/install/pip, works from the terminal but doesn’t work on Jupyter notebook. Using the exclamation mark way is doable in a notebook, but the process is super super slow.

We need to fix the image so jupyterhub is workign with tensorflow.
